What this bill does

Overview

This bill would provide federal help for the Theodore Roosevelt Presidential Library planned for Medora, North Dakota. It would let the Secretary of the Interior give the Theodore Roosevelt Presidential Library Foundation up to $50 million in total grants, if Congress approves the money in spending bills, to set up the library as a place to preserve and share materials about Roosevelt's life and offer educational programs. No grant could be made until the Foundation shows it has received at least $100 million from the State of North Dakota or other non-federal sources, and grant money could not be used to run or maintain the library. Within 180 days of the bill becoming law, the Interior Department, including the National Park Service and the U.S. Fish and Wildlife Service, could agree to lend the Foundation historic and museum items free of charge, especially items not on public display. The library would be run outside the federal government, and federal agencies would have no role in its operation unless its operator asks.

Supporters say

The bill would honor Theodore Roosevelt's legacy and let the public see federal artifacts not currently on display, while requiring state and private sources to put in at least twice as much money as federal grants.

Critics say

Although the bill has drawn little organized opposition, taxpayer money should not go toward a library that will be run outside the federal government when the budget faces other needs.
