What this bill does
Overview
The Securities and Exchange Commission (SEC), which oversees how companies raise money from investors, has an office that speaks up for small businesses trying to raise money, called the Office of the Advocate for Small Business Capital Formation. By law, that office must identify problems small businesses have getting access to capital (money to start or grow a business), including any unique challenges facing minority-owned, women-owned, and disaster-affected businesses, and summarize the most serious issues in a yearly report to the Senate Banking Committee and the House Financial Services Committee. This bill would add rural-area small businesses to both of those requirements, so their particular challenges would be studied and reported each year as well. It would not create a new program, provide new funding, or define what counts as a rural area.
Supporters say
Small businesses in rural areas often have a harder time finding investors, and requiring the SEC's small business advocate to track their problems each year is a low-cost first step toward addressing them.
Critics say
The main drawback is limited impact: the bill has drawn little organized opposition, but adding rural businesses to a yearly report does not by itself make it easier for them to raise money.
